ΚΕΕΛΠΝΟ: Υγειονομική “βόμβα” οι λαθρομετανάστες που ζουν στο κέντρο της Αθήνας!

AIDS, φυματίωση και ηπατίτιδα είναι μερικά από τα λοιμώδη νοσήματα που έχουν εντοπιστεί σε επικίνδυνα υψηλά ποσοστά ανάμεσα στους χιλιάδες λαθρομετανάστες που διαβιούν υπό άθλιες συνθήκες στο ιστορικό κέντρο της Αθήνας. Οι επιστήμονες μιλούν για μια υγειονομική «βόμβα» που μπορεί ανά πάσα στιγμή να εκραγεί και το υπουργείο Υγείας προσπαθεί να την εξουδετερώσει, προτού πυροδοτήσει μια ανεξέλεγκτη διάδοση των ασθενειών στον γενικό πληθυσμό.

Από τα μέσα Ιουνίου πέντε κινητές μονάδες του Κέντρου Ελέγχου και Πρόληψης Νοσημάτων (ΚΕΕΛΠΝΟ) θα σαρώνουν καθημερινά το κέντρο της πρωτεύουσας και ειδικά τις περιοχές όπου έχει συσσωρευτεί ο μεγαλύτερος όγκος μεταναστών. Οι μονάδες αυτές θα είναι εφοδιασμένες με ειδικό ιατρικό εξοπλισμό και θα στελεχώνονται από γιατρούς και άλλους επιστήμονες.

Το προσωπικό του ΚΕΕΛΠΝΟ θα κάνει βασικές ιατρικές εξετάσεις στους μετανάστες και θα προχωράει σε θεραπεία όσων προβλημάτων μπορούν να αντιμετωπιστούν με πρωτοβάθμια φροντίδα υγείας, ενώ τα σοβαρότερα περιστατικά θα παραπέμπονται σε ειδικές μονάδες, με βασικότερο πυλώνα την Πολυκλινική Αθηνών στην πλατεία Ομονοίας. Παράλληλα, θα γίνεται στατιστική καταγραφή των νοσημάτων, ώστε οι επιστήμονες να έχουν μια όσο το δυνατό καλύτερη εικόνα της κατάστασης, ενώ θα τεθεί σε λειτουργία τριψήφια τηλεφωνική γραμμή που θα δέχεται αναφορές για σχετικά προβλήματα.

Οι μονάδες του ΚΕΕΛΠΝΟ θα προσφέρουν τις υπηρεσίες τους και σε άλλες πληθυσμιακές ομάδες, όπως χρήστες ουσιών, άστεγους, απόρους και εκδιδόμενα άτομα. Ωστόσο, εκείνο που κινητοποίησε την πολιτεία είναι τα ανησυχητικά υψηλά ποσοστά λοιμωδών νοσημάτων που ανιχνεύτηκαν σε μετανάστες κατά τη διάρκεια αντίστοιχου πιλοτικού προγράμματος που εφαρμόστηκεε τον περασμένο Φεβρουάριο σε τέσσερις πλατείες του κέντρου (Ομονοίας, Βικτωρίας, Κουμουνδούρου και Αττικής).

Όπως δηλώνει στην «Espresso» ο Βαγγέλης Λιάπης, γιατρός του τμήματος Παρεμβάσεων στην Κοινότητα του ΚΕΕΛΠΝΟ, τα ποσοστά που προέκυψαν ήταν «αρκετά αυξημένα τόσο σε σχέση με εκείνα που εντοπίζονται στον γενικό πληθυσμό, όσο και στους κόλπους των μεταναστών». Ανάμεσα σε άλλα εντοπίστηκαν AIDS, ηπατίτιδες διαφόρων τύπων (κυρίως B και C), φυματίωση (πνευμονική, ενεργός και η πολύ επικίνδυνη πολυανθεκτική) καθώς και πολλές δερματικές ασθένειες, όπως ψώρα. Ο κ. Λιάπης συμπληρώνει ότι υπήρξαν και περιπτώσεις χρόνιων διαρροϊκών συνδρόμων, τα οποία θα μπορούσαν να παραπέμπουν σε λοιμώδη νοσήματα όπως η χολέρα, χωρίς πάντως να έχει διαγνωστεί ακόμη κάτι τέτοιο.

«Γενικά είναι αυξημένα τα ποσοστά και αυτό μας έχει χτυπήσει καμπανάκι για πρόληψη αυτών των εν δυνάμει υγειονομικών βομβών» αναφέρει ο γιατρός τουΚΕΕΛΠΝΟ, προσθέτοντας ότι οι συνθήκες διαβίωσης των μεταναστών, ο αυξημένος συγχρωτισμός, η ελλιπής εμβολιαστική κάλυψη και η όχι και τόσο καλή διατροφή«μπορούν να συμβάλλουν στη δημιουργία υγειονομικού κινδύνου, τόσο για την υγεία των μεταναστών όσο και για τη δημόσια υγεία των κατοίκων της Αθήνας και γενικότερα της Ελλάδας». Ως χαρακτηριστικό παράδειγμα κινδύνου αναφέρει τη φυματίωση.

«Όταν έχουμε μια ενεργή φυματίωση και με δεδομένο ότι πολύ μεγάλος αριθμός μεταναστών αναγκάζεται να διαβιεί σε ένα δωμάτιο δέκα τετραγωνικών μέτρων, καταλαβαίνετε ότι μπορεί να γίνεται αυτόματα μια αλυσιδωτή αντίδραση και να υπάρξει πάρα πολύ μεγάλη εξάπλωση στην κοινότητα σε πολύ σύντομο χρονικό διάστημα λόγω συνθηκών. Αυτό συνεπάγεται ότι άμεσος στόχος μας είναι να το ελέγξουμε και να υπάρξει περιχαράκωση, ώστε να μην ξεφύγει η νόσος στην κοινότητα και έχουμε μεγαλύτερα προβλήματα». [madata.gr]

There are all kinds of emergencies out there that we can prepare for. Take a zombie apocalypse for example. That’s right, I said z-o-m-b-i-e a-p-o-c-a-l-y-p-s-e. You may laugh now, but when it happens you’ll be happy you read this, and hey, maybe you’ll even learn a thing or two about how to prepare for a realemergency.

A Brief History of Zombies
We’ve all seen at least one movie about flesh-eating zombies taking over (my personal favorite is Resident Evil), but where do zombies come from and why do they love eating brains so much? The word zombie comes from Haitian and New Orleans voodoo origins. Although its meaning has changed slightly over the years, it refers to a human corpse mysteriously reanimated to serve the undead. Through ancient voodoo and folk-lore traditions, shows like the Walking Dead were born.

In movies, shows, and literature, zombies are often depicted as being created by an infectious virus, which is passed on via bites and contact with bodily fluids. Harvard psychiatrist Steven Schoolman wrote a (fictional) medical paper on the zombies presented in Night of the Living Deadand refers to the condition as Ataxic Neurodegenerative Satiety Deficiency Syndrome caused by an infectious agent. The Zombie Survival Guideidentifies the cause of zombies as a virus called solanum. Other zombie origins shown in films include radiation from a destroyed NASA Venus probe (as in Night of the Living Dead), as well as mutations of existing conditions such as prions, mad-cow disease, measlesand rabies.

The rise of zombies in pop culture has given credence to the idea that a zombie apocalypse could happen. In such a scenario zombies would take over entire countries, roaming city streets eating anything living that got in their way. The proliferation of this idea has led many people to wonder “How do I prepare for a zombie apocalypse?”

Well, we’re here to answer that question for you, and hopefully share a few tips about preparing for real emergencies too!

Better Safe than Sorry

Some of the supplies for your emergency kit.

So what do you need to do before zombies…or hurricanes or pandemics for example, actually happen? First of all, you should have an emergency kit in your house. This includes things like water, food, and other supplies to get you through the first couple of days before you can locate a zombie-free refugee camp (or in the event of anatural disaster, it will buy you some time until you are able to make your way to an evacuation shelter or utility lines are restored). Below are a few items you should include in your kit, for a full list visit the CDC Emergency page.

• Water (1 gallon per person per day)
• Food (stock up on non-perishable items that you eat regularly)
• Medications (this includes prescription and non-prescription meds)
• Tools and Supplies (utility knife, duct tape, battery powered radio, etc.)
• Sanitation and Hygiene (household bleach, soap, towels, etc.)
• Clothing and Bedding (a change of clothes for each family member and blankets)
• Important documents (copies of your driver’s license, passport, and birth certificate to name a few)
• First Aid supplies (although you’re a goner if a zombie bites you, you can use these supplies to treat basic cuts and lacerations that you might get during a tornado or hurricane)

Once you’ve made your emergency kit, you should sit down with your family and come up with an emergency plan. This includes where you would go and who you would call if zombies started appearing outside your door step. You can also implement this plan if there is a flood, earthquake, or other emergency.

Family members meeting by their mailbox. You should pick two meeting places, one close to your home and one farther away.
1. Identify the types of emergencies that are possible in your area. Besides a zombie apocalypse, this may include floods, tornadoes, or earthquakes. If you are unsure contact your local Red Cross chapter for more information.
2. Pick a meeting place for your family to regroup in case zombies invade your home…or your town evacuates because of a hurricane. Pick one place right outside your home for sudden emergencies and one place outside of your neighborhood in case you are unable to return home right away.
3. Identify your emergency contacts. Make a list of local contacts like the police, fire department, and your local zombie response team. Also identify an out-of-state contact that you can call during an emergency to let the rest of your family know you are ok.
4. Plan your evacuation route. When zombies are hungry they won’t stop until they get food (i.e., brains), which means you need to get out of town fast! Plan where you would go and multiple routes you would take ahead of time so that the flesh eaters don’t have a chance! This is also helpful when natural disasters strike and you have to take shelter fast.

Never Fear – CDC is Ready

Get a Kit, Make a Plan, Be Prepared

If zombies did start roaming the streets, CDC would conduct an investigation much like any other disease outbreak. CDC would provide technical assistance to cities, states, or international partners dealing with a zombie infestation. This assistance might include consultation, lab testing and analysis, patient management and care, tracking of contacts, and infection control (including isolation and quarantine). It’s likely that an investigation of this scenario would seek to accomplish several goals: determine the cause of the illness, the source of the infection/virus/toxin, learn how it is transmitted and how readily it is spread, how to break the cycle of transmission and thus prevent further cases, and how patients can best be treated. Not only would scientists be working to identify the cause and cure of the zombie outbreak, but CDC and other federal agencies would send medical teams and first responders to help those in affected areas (I will be volunteering the young nameless disease detectives for the field work).

 Αποφασίστηκε να παίρνονται  σκληρά μέτρα γιατί η ναρκομανία, όπως επισημάνθηκε κατά τη συνεδρίαση, έγινε πραγματική απειλή για την εθνική ασφάλεια.

Στον κόσμο, όπως προκύπτει από τα δεδομένα του ΟΗΕ, κάνουν χρήση ναρκωτικών πάνω από 100 εκατ. άνθρωποι. Τα περισσότερα πολιτισμένα κράτη, όπως επισήμανε κατά τη συνεδρίαση ο Ντμίτρι Μεντβέντεφ, είναι αναγκασμένα να καταπιαστούν με την καταπολέμηση αυτού του κακού. Στη Ρωσία, σύμφωνα με τα δεδομένα που είχαν δημοσιευθεί στις αρχές του 2011, έχουν καταγραφεί επίσημα 560 χιλιάδες  εθισμένοι στα  ναρκωτικά, ενώ οι εμπειρογνώμονες θεωρούν ότι ο αριθμός αυτός είναι κατά μερικές φορές μεγαλύτερος. Μάλιστα, το 70% των ναρκομανών είναι νέοι ηλικίας ως 30 ετών. Κάτι το χειρότερο - η ηλικία των νέων που έχουν δοκιμάσει κάποια ναρκωτικά μειώθηκε ως 11-12 χρόνια.

Κατά τη γνώμη του προέδρου της Ρωσίας,  στις σημερινές συνθήκες  είναι αναγκαία η υποβολή των μαθητών σε εξετάσεις για την ανίχνευση ναρκωτικών σε όλη τη χώρα. Για αυτό τον σκοπό χρειάζεται να ψηφιστεί αντίστοιχος ομοσπονσιακός Νόμος. Εννοείται ότι η επιβολή τέτοιων τεστ δεν είναι μόνο  νομικό, αλλά και  ηθικό πρόβλημα. Είναι γνωστό ότι  η ιδέα αυτή  δεν υποστηρίζεται απ’ όλους τους γονείς. Μερικοί απ’ αυτούς θεωρούν ότι τέτοια τέστ παραβιάζουν το δικαίωμα για ιδιωτική ζωή, ενώ αυτοί που έζησαν την τραγωδία του εξευτελισμού του ατόμου και το θάνατο του παιδιού τους, καταλάβαίνουν πολύ καλά την ανάγκη της λήψης τέτοιου μέτρου.

Τον τελευταίο καιρό πλατιά διάδοση απόκτησαν τα ναρκωτικά που μπορούν να κατασκευαστούν πολύ εύκολα από ουσίες που βρίσκονται, όπως λένε, στα χέρια μας- π.χ., από ορισμένα φάρμακα που πουλιούνται στα φαρμακεία. Εξάλλου, στην προπαγάνδιση τέτοιων ουσιών, δυστυχώς, παίζουν αρκετά μεγάλο ρόλο τα ΜΜΕ,- παρατήρησε ο Ντμίτρι Μεντβέντεφ.

- «Μπήκα τώρα στο Yandex και το πρώτο που εμφανίστηκε στο σύστημα αναζήτησης ήταν το εξής: «dezamorfin, μέθοδος παρασκευής. Η ίδια η αναζήτηση της μιάς είτε της άλλης ουσίας δεν σημαίνει ούτε έγκλημα, ούτε και παραβίαση του Νόμου, ενώ οι πληροφορίες στις ιστοσελίδες  διαμορφώνουν και προκαλούν ορισμένο έγκλημα. Παρ’ όλο που πάντα τασσόμουν και τάσσομαι υπέρ της ελευθερίας του ΄Ιντερνετ θα ήθελα να τονίσω ότι στις περιπτώσεις  καταφανούς παραβίασης του Νόμου,   οι φορείς δεδομένων έχουν όλες τις δυνατότητες διακοπής της λειτουργείας τέτοιων ιστοσελίδων»,- παρατήρησε ο Ντμίτρι Μεντβέντεφ.

 Το κράτος, βέβαια,   δεν θα δίνει  προσοχή μόνο στα προληπτικά μέτρα. Πρέπει να κάνουμε κάτι και με εκείνους που έγιναν πια εξαρτημένοι  από τα ναρκωτικά. Κατά τη συνεδρίαση του Κρατικού Συμβοθλίου υποβλήθηκε, μεταξύ άλλων, και η πρόταση για πιο προσεκτική εξέταση των εγκλημάτων που διαπράττονται κάτω από την επίδραση των ναρκωτικών. Στις περισσότερες περιπτώσεις τέτοιοι εγκληματίες θα υποβάλλονται σε αναγκαστική θεραπεία, ενώ για εκείνους που ασχολούνται με την διανομή ναρκωτικών και πολύ περισσότερο που παρασύρουν τους ανήλικους στη διέπραξη αυτού του εγκλήματος, η ποινική δίωξη θα  γίνει πολύ πιο αυστηρή.

Emergency Preparedness at Rhode Island Hospital

Rhode Island Hospital received a $5 million emergency preparedness grant from the U.S. Department of Health and Human Services in 2007. The hospital was chosen from a field of 40 applicants and is one of only five in the country to be selected for the 2007 Healthcare Facilities Emergency Care Partnership Program.
The three-year grant is designed to ensure that the state of Rhode Island's emergency medical system is able to receive, treat and respond to a disaster or a mass casualty event. As a national demonstration project, Rhode Island Hospital and Lifespan will share best practices with other health systems to further strengthen and enhance emergency planning and preparedness throughout the country.

There are three parts to this program:

A Patient Tracking System
An electronic patient tracking system will build upon the current web-based Hospital Capacity System, which is used by hospitals around Rhode island. This new system is installed in a dozen communities covering half of the daily EMS runs each day. It can be used daily or in disaster events to track the availability of hospital beds throughout the state.
Wireless laptops, associated software and wireless connectivity will be installed in the state’s emergency transport vehicles for the tracking of all patients involved indaily events to major disasters. The tracking system will give hospitals crucial extra minutes in preparing for a surge in patients. Proper patient tracking was identified as an area to be addressed following The Station nightclub fire. The funding from this grant is bringing the state closer to meeting these recommendations.
Emergency Communications Mobile Units (Rapid Emergency Satellite Communications or RESCQ) for Each HospitalCoordinated by Lifespan, these mobile, innovative communications solutions will provide complete voice and data communications capability through a direct satellite link. All equipment needed, including a generator, is enclosed in a reinforced, wheeled laundry cart. These systems can be set up and made operational in about 30 minutes by non-technical staff or volunteers.
The 22 systems are deployed at 14 hospitals, the RI Department of Health, RI Emergency Management Agency, Disaster Medical Assistance Team, Providence Emergency Management Agency, Lifespan Office of Emergency Preparedness and two units are set aside to send out as needed in emergency situations. The system has 10 phones, 2 laptops and 5 handheld radios to support voice and data users in the event that the communication infrastructure fails. Other laptops can be connected wirelessly within a certain perimeter.
The RESCQ handheld radios are compatible with public safety portable radio systems. The need for and importance of a system such as this became more apparent following Hurricane Katrina when hospitals in New Orleans had no ability to communicate with outside agencies.
National Incident Management System (NIMS) ComplianceThe program will aid all the state’s hospitals in completing federally-required NIMS activities. Rhode Island Hospital has hired a full-time NIMS manager and a team of trainers to help hospitals reach compliance. When this has been achieved, hospitals and all emergency responders around the country will share a common language when communicating during a disaster.

Ανάγκαις και θεοί, και "υπουργοί-λογιστές" και άλλοι εμπλεκόμενοι "δημόσιοι λειτουργοί" εν τέλει θα πρέπει να πείθονται να εκμεταλλευτούν την εξειδικευμένη τεχνολογία και τα εργαλεία της ,  και να ξεπεράσουν τα όποια φοβικά τους σύνδρομα, την ...."εθνική αντίσταση" σε οτι στρουθοκαμηλίζουν λόγω  τεχνολογικής ένδειας και ημιμάθειάς τους -τουλάχιστον- περνώντας την χώρα -και το ΕΣΥ- επιτέλους- στον 21ο αιώνα  ...

TeamPraxis Selects Microsoft Amalga to Create Hawaii’s First Online Physician Network for Healthcare Information Sharing

TeamPraxis, Hawaii’s pioneering physician management services organization, has selected Microsoft Amalga to bolster TeamPraxis’ existing physician information network, TeamPraxis and Microsoft Corp. announced today. Using Amalga, a health intelligence platform, TeamPraxis will create a sophisticated online network that aggregates and shares electronic patient information among more than 1,000 of Hawaii’s independent physicians, as well as local hospitals, pharmacies, medical laboratories and other ancillary service providers, to enable a comprehensive view of the patient at the point of care.

“We are excited to use Microsoft Amalga to strengthen the physician network we have built over the past 20 years,” said Creighton Arita, CEO and president, TeamPraxis.

 “As we see the dynamics of healthcare shifting toward an intelligent, interconnected community, technology like Amalga will be vital to helping ensure the success of independent physicians across the state, allowing them to benefit from the same innovative technology employed by large health systems nationwide.”

Since its founding in 1992, TeamPraxis has built a physician information network from the ground up to connect Hawaii’s independent physicians to other entities in the healthcare community, including pharmacies, the state’s two primary laboratories, radiology services and banks, among others. TeamPraxis is still expanding its network to include hospital systems and other ancillary service providers. Driven by the philosophy of “One Team. One Patient. Open Network”, the key distinction of the TeamPraxis community network is that it will be open to any physician, hospital or ancillary service provider, regardless of the technology platform in use, to bring together pieces of patient information from a variety of sources to give the patient’s care team a complete view of her or his health. It will also help support community health information exchanges being formed across the state, including the Hawaii Health Information Exchange and the Beacon Community project on Hawaii’s Big Island.

Some of the benefits targeted by TeamPraxis’ Amalga-powered community network include the following:

• Convenience and cost saving. A patient’s entire medical history can be accessed online in the security-enhanced network, helping bring more efficiency to the physician’s practice. Primary care providers will be able to consult with specialists, order and review test results, develop a treatment plan, order prescriptions, update medical histories, and file claims, all online.

• Healthier patients. Marrying health records with a data delivery system and sharing the information with other stakeholders means patients can be easily monitored and properly treated.
